BERN - Defence officials told journalists on Wednesday that civilian-service admissions, running near 7,200 a year, are too high if the army is to fill refresher courses and specialist roles. The law on 14 June would push that figure toward 4,000 and set a floor of 150 civilian days, aimed especially at people who switch after they have already done much of their military service.
Referendum campaigners said conscience is not a staffing tap. They also said civil protection and care homes rely on those extra days. Both things can be true. Only one text is on the ballot.

Army money returns in August as a surplus-spending plan, in our financing report. June is about people, not yet about funds.
