BERN - The Civilian Service Act amendment passed on Sunday, 52.46 percent yes to 47.54 percent no, with turnout at 58.26 percent. The law sets a floor of 150 civilian days and tightens late switches after military training. The government's aim is to cut annual admissions from about 7,200 toward 4,000.
Geneva leaned no. Several German-speaking cantons leaned yes. Campaign polls had shown younger voters more hostile than older ones, a split that matches who still has to serve.
Staffing, not strategy
The law does not buy air defence. It changes a form. August's money plan is the next chapter, in our financing report.
