BERN - Campaigners against the Civilian Service Act amendment spent Friday arguing that a 150-day minimum and tighter rules would punish conscience without filling barracks. The Federal Council and parliament want annual admissions down from about 7,200 toward 4,000, and they want people who switch late to serve a full civilian load.
Left parties and some churches back the referendum. Bourgeois parties say the army cannot plan if the alternative is both shorter in practice and easier to enter after basic training.
