BERN - A public hearing on the Civic Duty Initiative produced three definitions of service. Officers wanted the present army repaired, not replaced. Civil-protection officials wanted money and people they can actually roster. Youth groups wanted a duty that does not start with a gender line.

The text would replace male military conscription with a civic duty for all. Implementation details are the size of a department. The poster does not have room for a department.

Women are not a single electorate

Pollsters already see a split among women voters, some of whom do not want a new obligation dressed as equality. That split will matter more than a student rally.
