GENEVA - The Human Rights Council's spring sitting put the Palais des Nations back onto a weekday peak. Hotels between Cornavin and Place des Nations raised rates without a brochure. Trams on line 15 filled with people who had the same lanyard in different languages.

Swiss diplomats treated the sitting as routine infrastructure: security, interpreters, and a reminder that international Geneva is a labour market as much as a stage.

A city that invoices the calendar

When the Council is in town, caterers and interpreters are booked. That is a better activity index than tourism slogans. Later in the year the same buildings will host a health assembly.
