BERN - By mid-February the neutrality initiative had a calendar: 27 September. Pro Suisse and the SVP framed it as a rescue of a tradition. The Federal Council framed it as a trap that would stop Switzerland copying EU sanctions or training with partners.
Early canvassing found voters protective of the word neutrality and sceptical of the fine print. That gap is where Swiss campaigns live.
