BERN - Polling stations opened on Sunday for two federal items: No to a Switzerland with 10 million, and the Civilian Service Act amendment. Clerks in several cantons said the postal share already looked heavier than on 8 March.
The population cap needs a double majority. The staffing law needs only a popular majority. That legal difference will matter if the maps diverge.
