BERN - Cantonal chancelleries said by Wednesday morning that a large share of the expected 28 September turnout was already in postal envelopes. That is normal. It also means the remaining voters are the ones both campaigns are still chasing with ads that arrived too late for the first pile.

A double federal Sunday usually lifts participation. A technical identity law can drag it down. The tax on chalets may be the item that gets a household to find a pen.

Stations still matter

Some people still vote on the day, on the way to the bakery. Those votes decide tight races. Polling clerks know it. Campaigns pretend they do not, then stand outside anyway.
