ST MORITZ - Committees on the second-home tax decree began flyering in St Moritz, Pontresina and neighbouring communes while August guests were still in the chalets. Mayors talked about schools and winter buses. Owners talked about already paying for a view they occupy two weeks a year.
The federal text would let cantons tax holiday homes in a new way. It would not, by itself, set the rate. That detail is too large for a poster and too small for a slogan.
