BERN - SVP leaders used Tuesday to pivot from the March licence-fee fight to the 14 June Sustainability Initiative, titled No to a Switzerland with 10 million. The text would oblige the government to keep the permanent resident population below 10 million by 2050, with immigration the intended lever.

The Federal Council has recommended rejection, saying the cap would collide with economic needs and with free-movement agreements. Cities say they already cannot build fast enough. The party says that is the point.

June also carries a Civilian Service Act amendment aimed at keeping more people in the army. The two campaigns will travel together, as our later stakes piece explains.
