BERN - Industry groups spent Wednesday reading the permit figures published a day earlier as confirmation, not as a surprise. Housing starts in the large urban cantons still trail household formation. Developers repeated that zoning fights matter and that the immediate brake is financing.
Public agencies will not close the gap. They can only keep a few sites alive when private money pauses.
