BERN - The Civilian Service Act amendment on 14 June is the quieter of the two federal items and the one that would change a young man's diary fastest. Anyone switching from the army would face at least 150 civilian days, with less room to time those days as a career perk. The government wants admissions down from about 7,200 a year toward 4,000.
Until 2009 a committee tested whether a conflict of conscience was real. Since then the extra days were the test. The new law says those extra days are no longer extra enough, especially for people who leave after they have already worn the uniform.
A narrow majority is enough
This is a referendum on a statute, not an initiative: a popular majority suffices. The result file is here.
