PONTRESINA - Second-home owners from Zurich, Basel and the midlands met in a hotel lounge in Pontresina to compare notes on the 28 September decree. Several had already posted a no from their primary communes. They wanted to know whether a yes would mean a bill this winter or a consultation next year.
A local councillor sat in the back and said nothing until asked. Then he said the school bus still has to run in January whether the dentist comes or not.
