BERN - Foreign affairs committees returned to the EU agreements package in the first week of February, still arguing over wage protection language and the shape of a safeguard clause. No floor vote is due before autumn. That did not stop party secretariats from treating the file as a campaign prop.

The neutrality initiative, already dated for 27 September, gives opponents of closer EU work a second microphone. Supporters of the package say the two questions are distinct. Voters often hear them in the same sentence.

Two clocks, one building

Committee rooms run on article numbers. Village halls, as our mid-February neutrality report shows, run on shorter words.
